Yeah, it really doesn't take much to make a subspecies. An observable phenotype like outer color can depend on only a single genetic variant out of a billion, it takes only one generation for that phenotype to become most common within a small geographic range, and that is all it takes for subspecies to exist. It takes much longer to make species, as genetic incompatibility between a new pair of species is theoretically required, but there is almost never a test. The decision for either species or subspecies most often depends on the opinion of a taxonomist and whether he is feeling brave on that day of the week.
