Isn't a good part of the problem that we are licensing the cops to be absolute dictators to people they deal with? Whatever the situation, if they order you into the felony position, you are obliged to assume the felony position or face physical attack. This case smacks of that problem. Before requiring somebody assume the felony position and wear handcuffs, there should either be a strong indication of serious wrongdoing or aggression against the cops or others, and barring that, police should not have absolute authority to molest or attack other people.
Police authority has grown over the last half century to such a degree they often represent a threat to the peace and well being of the average citizen. Not every cop falls in this class, but a great many of them do. Their actions in public should always be observable by the general citizenry and completely open to video recording by any person. Additionally, cops who make arrests that do not have ample justification should be scored against them on their evaluation and some number of these on a cop's record should result in criminal justice actions against the individual cop. They are alleged to be on the street to maintain the peace, not make war on some sector of our society.
