This is almost a Trumpian move of having the first offer so audacious and insane that even if the final outcome is 5% of this proposal and the public feels relieved it will still be very much an overreach.
The only groups that may have benefit from going in this direction are initial content producers, not content disseminators.
But having a vertical monopoly of content production and delivery and search will push out independent media and most importantly the "fact checker" media.
