"One of the best" means one of the best. Perhaps the op meant that ranking 15th and 19th means "the best that can be expected", no?

I don't know shit about the economies or politics of individual US states, but I do know some basic mathematics, and it seems that any member of the best twenty five in any pool of fifty objects can reasonably be described as 'one of the best'. I understand that the education system in your country is much derided, but nevertheless it seems odd to me that even an American would have trouble with this concept.

You do know that there are fifty states in your nation, don't you?
Not to mention I live in Minnesota and it's major metro areas are amazingly nice. Good public transit, reliable services, affordable property values, very low crime rates (I live near what can be said to be one of the worst parts of minneapolis, and it's 'better' than some of the best parts of Chicago). The police here that me and mine have interacted with (even my African-american transsexual ex-husband) have been polite and respectable, and I actuallyhave job scouts trying to steal me away from my employer. An friend without a degree moved Here from Milwaukee, and had a job within days, and was easily able to get a better one, also after a day of looking. Even a sort-of-frienemy with serious reliability issues and a legal history is able to find work, as a manager no less.

Of all of the places I've lived, minneapolis is by far the most overwhelmingly positive.
