The Second Amendment obliges gunowners to act for "the security of a free state." Criminals are enemies of the human race who violate that security. Whether they immediately threaten lives doesn't matter. They must be eliminated.
Criminals are "enemies of the human race"? The signers of the Declaration of Independence were criminals to Great Britain. So were all the rebels during the Revolutionary War. More recently, MLK was a criminal, as were many protesters for civil rights or against the Vietnam war. Hard to imaging that any rational member of the human race would consider such people "enemies of the human race" who "must be eliminated". For that matter, it is hard to imagine a jaywalker as a someone who must be eliminated.

I think the Fourth Amendment clearly expresses what the Founders thought about how to deal with suspects.
