Several times he claimed to have a suspicion that maybe the individuals might have had drugs or weapons. That failed to justify the handcuffing and warrantless search.
He said he was suspicious based on observations obtained after pulling them over, not on observations obtained before pulling them over. Notice the nuance. What was the original reason to pull them over? The answer cannot be he thought he saw something on the floor of the car or that he thought that the passenger looked weird starting with "I don't know..." after pulling them over.
