So, I am reading about Trump wanted to end the NEA. Can he do it just on his own?
But I thought that the Congress writes the budget and decides where the money goes. If congress (in the last budget) allocated money to the NEA how can Trump pull the plug?
I remember what Robert Gates and Obama wanted to stop certain defense programs he said he couldn't legally do it.
Sounds like we are reaping the harvest of the imperial presidency, that many here liked recently.
