When anybody starts their argument with an attack of the New Deal, that gave us Social Security, and claims it created a "culture of dependency", it should be understood quickly by thinking people that you will not get cogent analysis.
The most dependent parts of the economy and the part that puts the greatest drag on the economy is the "culture of dependency of multi-national corporations". They are mostly parasites that live off normal working people with the government as an accomplice.
When people are helped because the system is causing starvation that is dependency.
When huge defense corporations or banks live off the blood of the public, in the case of the defense corporations, literally, that is somehow not dependency.
The only question is: How much can poor blacks, the victims of capitalism as it exists, be scapegoated for?
