They had a debate and Rob Ford checked himself out of rehab to go and make crap up. Ford is doing his best to try and spruce up his record by making shit up like how taxes have gone down (they haven't), hired more police (there are fewer), built a subway without using "revenue tools" (hasn't been built, may never be built, a tax increase was made to pay for it), found more efficiencies in the revenue (didn't).

His polling numbers haven't been as high as he has been while in office and Tory / Chow are leading in the tight race.

No. Ford's stuck at about 20% in the polls and that's where he'll stay. There are zero people in the city who will change their minds about him, so his numbers aren't going to go up or down. The wackos in Ford Nation (for Americans who don't understand that reference, consider them kind of like Tea Partiers without the class and integrity) think he's a superhero who's power is to grant his followers an immunity to reality and they're not going to waver in their support. The rest of the city wants nothing to do with him and can't wait until he just goes away, so it's not like he's a second choice for someone who's not currently planning to vote for him.

The mayoral race is a contest between two people - Olivia Chow and John Tory. Chow is a left-winger who was married to a famous federal politician who recently died of cancer and everyone loves her. Tory is an extremely well-named right-winger who focuses on the economic side of the rightwing philosophy and is bland, sane and sensible and is most famous for losing badly when he tries to run for office. The best description I've heard of Tory is that he's like a colonoscopy - nobody's a huge fan but when the other choice is cancer, you grin and bear it. Ford is a definite cancer and a lot of the people on the right see Chow as a cancer as well.

I think it's been going back and forth over whether Tory or Chow has the advantage and if it looks like Chow is about to win, a bunch of Ford supporters might vote for Tory to stop her from getting in but there aren't any scenarios where Ford will actually get a boost in his support.
