We should have a rule that only retired military or active duty personal can advocate for military intervention.

Disrupting another state because is seems to pose risks to us is a political, not a military, problem. If I had to control a rebellion directly against our government I would consult with military about how to approach quelling the rebellion.

ISIS is not a rebellion against US. It is a rebellion against local repression. Not our problem. If those who probably caused the problem don't have the cinchonas to take it on with sufficient support from their citizens they need to be replaced either by those who can or those who are rebelling. All we can do is stand by protecting our interests and friends who are not directly involved. Seems we sometimes choose the wrong friends. For that we must be prepared to defend ourselves eventually.
