Metaphorically speaking, he is correct. It's a western ideal to value freedom and democracy. And when Yanuk didn't follow the constitution, and instead killed about 2,000 civilians, he was lawfully impeached. The vote was 328 to impeach; 68 voting either nay or abstain. Shortly after Yanuk resigned. A country daring to impeach a dictator and take back their country is a westernized country. This probably would not happen in Russia.

It's surprising about how little you know about Ukraine and/or Eastern Europe. But I see that you also need a lecture on the events in Ukraine in 2014 commonly called the Euro Maiden or Revolution of Dignity. First off, Yanuk was pro Russian Ukrainian president. He was elected in 2009 with a majority 35% of the vote. He actually ran on economic modernization and greater ties with the EU. However, over time, Russia put pressure on him to backslide on his democratic roots. In November 2013, Yanuk withdrew from signing an economic agreement with the EU that had been overwhelmingly approved by the Ukrainian congress and greatly favored by the people. This sparked massive protests. Then in January of 2014, Yanuk had over 100 civilian protestors killed by Russian snipers. This absolutely incensed the Ukrainians against him. Then he fled the capital to Russia. Once in Russia, he resigned from office. The next day, he was impeached. Many of his own party voted for the impeachment.
