Huh? That standard would make France a state sponsor of terrorism for taking in Baby Doc Duvalier; it would make the U.S. a state sponsor of terrorism for taking in Ferdinand Marcos. Is Shakur currently committing terrorism? If she isn't, what she did thirty or forty years ago has no bearing on whether Cuba is currently sponsoring terrorism.
