Nigeria bans female genital mutilation

It is a significant sign of long-term progress in the right direction, one way or the other.
 
I wonder how effective this law will really be. Social customs often trump law.

People are always reticent to give up cultural practices, so of course there will be problems, but this is a step in the right direction.
 
FGM has been banned in the UK for years. Thousands of girls mutilated each year, one prosecution. What chance do the girls in Nigeria stand with a government that can't protect Christian girls from kidnap and rape by boko haram ?

Again, I expect this will not fix everything overnight, however I still think it's a step in the right direction.

Would you rather the Nigerian government did not pass this bill at all?

I'd think many forms of female circumcision are already precluded under existing laws. I've heard of largely symbolic form which involves a small, superficial cut or pinprick. Perhaps at that extreme there is no conflict with the law. In theory it's far less severe than male circumcision which seems to still be legal (though decreasingly approved of medically) in most parts of the country. that said, I don't actually know all that much about it.

FGM wasn't outlawed in the USA until 1996. See Patricia Robinett's book The Rape of Innocence: Female Genital Mutilation & Circumcision in the USA. In 2010 the American Academy of Pediatrics actually toyed with the idea of reintroducing a "minor" form of FGM to cater to African/Muslim immigrants, but this bright idea got shot down in flames.
