Is there any data on how the demographics of gangs changed to become older [as opposed to younger or the same age as before]?

At some point in the 80's, one of the cartels for crack was the CIA. Did this carry over into the 90's or was that done by then? What effect did the CIA stopping itself from being a cartel effect the crime rates in the US and was that related to whatever changes the Clintons made or independent of them?
