US Intelligence agencies have lost their professional discipline in producing intelligence.

So says William Binny who worked in US intelligence for 30 years. Is it true? Should their reports starts with facts and evidence?

Is it ok to leave out specifics?

Regardless of this, the intelligence agencies have not produced conclusive or even partial evidence regarding the claim that the Russians did somehow hack and then use this to influence the election.

The tradecraft standards for analytic products have been refined over the past ten years. These
standards include describing sources (including their reliability and access to the information they
provide), clearly expressing uncertainty, distinguishing between underlying information and analysts’
judgments and assumptions, exploring alternatives, demonstrating relevance to the customer, using
strong and transparent logic, and explaining change or consistency in judgments over time.

It would be interesting to compare this report to one from the past, to see if standards have changed.

About 14-15 years ago, the Bush administration took intelligence from the CIA, reworked it to justify invading Iraq, and therefore any intelligence assessment from any US agency is completely wrong and we should trust the Russians instead. Because they're so honest.

The US has not annexed nor attempted to annex any nation or portion of any nation in the Middle East.

I know...the Russians organized a referendum where the people in Crimea voted overwhelmingly to go with Russia.

America on the other hands lied about Iraq having weapons of mass destruction, then illegally invaded killing civilians willy nilly.

I'm sure the intent was not to kill civilians willy nilly but through negligence and individual actions and missing targets this occurred. The Weapons of Mass Destruction were concocted by the politics of Mass Distraction.

We have the same situation again where a conclusion was made without any evidence being produced and before the investigation began. This time I think the US public are a little inclined to want to see the proof behind the bleating.

Reflects them as the same. However there was an election in Crimea where they voted to remain with Russia. I cant verify if this was fair.
So US moaning about Russia is definitely a case of the Kettle calling the Pot black. :)
