He is commander-in-chief so can order an air-strike anywhere in the world at his discretion. He must notify Congress within 48 hours of doing so under the  War Powers Resolution, a law put in place in response to Nixon's secret bombing of Cambodia.

It probably escaped their notice that this marks the latest in a long line of US Presidents who have ordered airstrikes against or invasions of Middle Eastern countries going back several decades. In fact we've been lobbing Tomahawk missiles into the region for almost the entire time they (the missiles, not the countries) have been in existence.
