And that said, the money to Ukraine was contingent on corruption monitoring. This was certified around May 2019, months before the official freeze.

The argument the right is making is that a party line vote means this was entirely political and therefore inappropriate. The issue with that argument is that any party that simply falls in line behind their member can simply vote against any action, creating the party line vote themselves.
