But Trump, having dimly realized the extent of his fuckup in minimizing the threat from day one, is trying to produce a nationwide shutdown without ordering one. As usual, he wants to blame Hillary and Obama for it at the end of the day, so he is going about it in a deniable, roundabout and typically ineffective way. No responsibility for him, just a big chunk of the $500,000,000,000.00 he stole.

It’s doubtful Trump would have the authority to order a nationwide quarantine. Public health is generally a state power. The governor of my state ordered shelter-in-place and Trump is powerless to override that. What Trump and the feds can do is control the ports. Hence, Trump’s China travel ban, for which he was criticized.
