Is groundwater an issue for the ballroom? I'd say the interesting part of his statement is that it is "not that uncommon" while saying that it is "something you only do in an emergency".

An emergency? Not really. If you are doing a "reverse bathtub" you need to design it to manage the uplift because you've decided that you aren't dewatering or you want to permanently keep the water off the structure.
 
During his 2024 campaign, Trump showed bizarre behaviors, including garbled speech and a Pennsylvania rally at which he put a stop to questions, declared that he and the audience would now have “a music” and then swayed in silence to recorded songs on stage for 39 minutes. Some psychiatrists have said this reflected a problem in his cognitive abilities.

This was an amazing incident. None of the madman's coterie had the gumption to send out a 2nd-string speechifier and announce that the Great Man had an urgent phone call.
