Is groundwater an issue for the ballroom? I'd say the interesting part of his statement is that it is "not that uncommon" while saying that it is "something you only do in an emergency".
An emergency? Not really. If you are doing a "reverse bathtub" you need to design it to manage the uplift because you've decided that you aren't dewatering or you want to permanently keep the water off the structure.
