To incite violence. He wants violence so that he can have his military use their guns.

Recall he wanted to have BLM protesters shot - even if just in the leg.

Perhaps he thinks that if there is violence he can declare Martial Law across the country and suspend elections. I don't know what putrid ideas he may have but they are putrid.
 
While I __do__ think, this event makes people legitimately angry, it's also being used to further an agenda. From here:

It's the last part of the quote: "remove anyone who is not a net asset to the United States." How many times removed is that from going after the guy who is already in custody?

Any American who disagrees with Trump can publicly voice that opinion and won't get arrested. Or risk any social repurcussian really. There's even a tolerated opposing political party, that conceivably can win next election.
