Another Climate-Change Summit crashes and burns. Why?

Who is to blame that there's no progress in fossil-fuel reductions?

Well COP28 ended with a magnificent achievement, as all those who had gathered there to manage the complications of climate change and aim to reduce future climate change have agreed to words on paper. This outcome can not be overly proclaimed in its authority to ensure a sustainable future for our civilization on this planet. Why, these words can be waved about as temperatures continue to rise globally to thwart their impact on us and our insurance bills.

This words on a paper agreement will go down as one of the biggest achievements in bureaucratic history since the Magna Carta.
 

This take gets repeated, but I don't think it's quite right either. Realistically, what are oil companies supposed to do?

Make a little less profit. They don't have to shut down immediately, or even in the near term. Yet for some reason, an executive at such a company that said "instead of making 20 billion in profit this year, what if we cut back on emissions and made only 15 billion?" would be thrown out the window. Anything less than maximum profit for the year or even the quarter is unacceptable. The fate of the climate 20 or 30 or 50 years down the road doesn't concern people who are thinking "we need another 5% in the 4th quarter or we're not serving our shareholders."
That's not viable. They'll destroy the company, it will get gobbled up in bankruptcy and someone else will pump the oil.

The oil companies can't fix this, nothing less that basically worldwide cooperation can.

And we won't see it. These climate conferences are all exercises in appearing to do something to appease the rabble.
