At this writing, all that has been released is that Mr. Balmer has a "deep hatred" of Gov. Shapiro without anything more specific. According to USA today Who is Cody Balmer:

I originally thought he was suffering from mental illness, but one thing stands out to me. He fled very quickly.

I think he is self-radicalized and went bonkers, but once the rage boner faded quickly and the flames started growing, he started having rather lucid thoughts. His statements post arson are odd because nothing was stopping him from rummaging in the mansion. The one avenue to suggest mental illness is that the Governor of Pennsylvania isn't exactly the most obvious target. It is an odd thing to attach to.

The suspected arsonist allegedly decided to carry out his plan because of "what he wants to do to the Palestinian people," according to a search warrant signed by Pennsylvania State Police.

Investigators obtained several warrants as part of the investigation into the attack, including for a storage unit, electronic devices, as well as Balmer's parents' home, where he was said to be living recently.

Balmer targeted Shapiro "based upon perceived injustices to the people of Palestine," one of the warrants said, law enforcement sources told ABC News.
