At this point, does collusion even matter?

It can conclude that it needs to investigate further.

Gee, that might be why it's investigating further. Have you been whispering in their ear? Apparently you forgot to inform them as you have informed us, that "there is no evidence".

That's true but there is insufficient evidence to raise a case at this point. This is because there is no smoking gun at this point.

You keep asserting this without proof of the assertion, even after you have been call out numerous times. Very Trumpian of you.

That's not very charitable. Have you considered that there might be some kind of cognitive deficit in play there?

Here's another "coincidence for you, WP. Citgo mortgaged 49 percent of its equity to Rosneft, an oil company controlled by Putin’s Russia, that is currently under sanctions by the U.S. Treasury Department, then gave $500,000 to the Trump campaign.

They keep piling up, but until Uncle Vlad decides to release the video tapes of Cheato's pissing party, you'll have none of it. Probably not even then...

Where is the preponderance of evidence to allow such to proceed.
I cannot say anyone is guilty of innocent.

Petróleos de Venezuela, S.A.PdVSA is reported to have contributed US$500,000 to Trump's inauguration. This was through its US subsiduary Citgo Petrol. A conflict of interest can be investigated but this would be in addition to claims of the Russians influencing the US elections since it occured after the elections.

Right - the "donation" was to the inaugural fund, which, although the inauguration was barely attended, supposedly cost almost three times as much as Obama's last inauguration. Where did the money go?

There were a lot of port-a-johns at the event. Did anyone look there?

The Senate’s investigation into Trump’s Russia ties is staffed by only 7 people, part-time

Don't expect many results from the investigation over the next few years

Russian TV has been accused of influencing the American Election

Russia -- Kremlin's TV Seeks To Influence Politics, Fuel Discontent in US*
RT America TV, a Kremlin-financed channel operated from within the United States, has substantially expanded its repertoire of programming that highlights criticism of alleged US shortcomings in democracy and civil liberties. The rapid expansion of RT's operations and budget and recent candid statements by RT's
leadership point to the channel's importance to the Kremlin as a messaging tool and indicate a Kremlin directed campaign to undermine faith in the US Government and fuel political protest. The Kremlin has committed significant resources to expanding the channel's reach, particularly its social media footprint.

A reliable UK report states that RT recently was the most-watched foreign news channel in the UK. RT America has positioned itself as a domestic US channel and has deliberately sought to obscure any legal ties to the Russian Government.

So airing a Russian TV programme is a serious issue.
Does this mean Fox News also committed serious infractions by supporting Trump most of the time.

Ask the investigators.
