I would assume the thumb on the scale was whatever would keep people watching, so they see more ads.
Twerking is problematic behavior? Soft porn is problematic behavior? Nude dancing is problematic behavior? Vulgar language to appear cool is problematic behavior? The only part of your list I agree with is pranks--because all too often people teens don't realize what's going too far.

Furthermore, there is an abundance of content that endorses problematic behaviors, including twerking, pranks on parents, soft porn, nude dancing for increased views and likes, and the use of vulgar language to appear "cool." Remarkably, these videos are garnering millions of views.
And you believe that they weren't prank calls?Its difficult to imagine a more effective means for a foreign country to take down another nation than to brainwash their young population with social media. I just heard on the radio today there were young people calling congress people threatening to kill themselves or other people if they passed any legislation against tic tok. Young people brainwashed to this extent over such a dumb and stupid app is a serious issue IMO.
So yes, tic tok is a HUGE threat way way more than you give it credit.

Its plenty bad enough when private media companies put their thumbs on the scale but horribly worse when the government forces their thumbs on the scale.

Also, there are a lot of kids who are being put on TikTok to monetize their existence (and Minnesota is seeking to BAN this!)
There are videos of kids being made to do suggestive things by their parents, but not apparently so, and kids are most definitely going to copy that for the attention until some adult has some serious conversation about what that with them. There's nothing wrong with them having adult role models, or even with some kid trying out a walk they saw a cartoon character doing from time to time, but doing so on a public platform in front of a whole internet full of adults is skeevy as fuck.
