The thread mentions the race of the victim, not the race of the potential shooter. Focusing on the race of the potential shooter isn't quite right, therefore.

Why else is it not right? Under oppressive systems and/or discrimination, minority persons can act on behalf of racism and oppressive systems. For example, some slave owners had African Americans whip other African Americans. That doesn't mean somehow that there was no racism.
