Why is it that a sun hoodie is maximally covering whereas a sun dress is minimally covering??
 
It's marketing. A sun dress sounds healthy and wholesome, while exposing bare shoulders and cleavage. A sun hoodie is a way to sell winter wear in the summer.
 
WTF is a "sun hoodie"?
A sun hoodie is basically a long sleeved shirt with a hood, but made out of as thin a material as possible. It's shape is the same as a cold weather hoodie, but it's job is to keep the UV off with a minimum of impairment of cooling.

No kidding. The first time I ever went snow skiing as a 13 yr old, my face blistered, and to this day there are remnants of precancerous lesions I believe to be associated with that event. (Most of it was effectively cured with Fluorouricil®, which I think is amazing stuff.)
I also have a triangular spot of rough skin on the middle of my chest at the top just below where a tie knot would be. It's the space that appears when you leave a top button open on your shirt, and the heliarc welding mask doesn't come down far enough to cover it. A few repeat multi-hour exposures, and it kinda got fried.

Yeah, it's definitely more brutal on the mountain. My understanding is that it's worse with snow, but in situations with snow and sun I'm normally completely wrapped up.
