Back in 2016 the FBI through Director Comey made a political announcement about an email investigation that it shouldn't have done, and that biased the electoral result in Trump's favour.
Now the FBI's Intelligence Director has done a similar politically biased act - not with what he released but with the manner he did so. It announced Iran and Russia were threatening people, obviously a pro-Trump action, and yet the Director said that "it was meant to damage President Trump", a politically biased interpretation, and also FBI should not have endorsed Trump in any way.

QUOTE from Analysis article accompanying the video page:
We have already seen Iran sending spoofed emails designed to intimidate voters incite social unrest and damage President Trump," John Ratcliffe told a press conference.
It's unclear what the Director meant by this, given the details of the operation which have been reported in the media.
The misinformation emails attributed to Iran explicitly tell recipients to vote for President Trump.
"You will vote for Trump on Election Day or we will come after you," the emails read.
They appeared to have been sent from the far-right Trump supporting militant group, the Proud Boys, and were targeted at Democratic voters in at least four swing states.
