In the UK a person is exempt from the licence fee if they don't own a TV.

There seems to be dispute over if this person was required to pay the fee (or tax, or whatever it is called) if she chose not to own a TV... I think that is a critical distinction as to how in the wrong she is.

The revenue I recall is 7.6 billion euros per year divided by just over 200 euros per year. Someone who does not want to own a TV does have a point in not wanting to pay for something they do not use. (I don't usually own one when transferred abroad and rent an apartment).

Toytowngermany! I used that site regularly when living there for 10 months.
BTW, you probably wouldn't pay the tax without being a citizen or permanent resident.
Also, some people don't use the roads or numerous aspects of the infrastructure or just about everything else taxes pay for, and yet they still pay taxes. Personal direct use is not a criterion for paying a tax. If used properly, publicly funded TV broadcasting can have massive indirect societal benefits much like public schools.
That said, Germany may not be using it properly to achieve such benefits, especially if Soccer is a major expenditure for the stations rather than a revenue generator as it easily could be. 200 Euro per household is a lot for a couple of stations.

So take any thing about any law that peeves you and use it as your 'reason' for not wanting to pay a general tax for service.
