I would suggest that your friend visit a voodoo or obeah priest or priestess if they want to single out Putin. Biblical curses generally target whole armies or communities even to genocide. Voodoo or obeah curses are generally much more specific.

Well, that is if your friend only wants to 'smite' Putin and not all Russians. Apparently the Christian god goes berserker once someone gets him riled.
