So it's getting pushback from Hindu racists. No big surprise there. I'm also curious about that one dissenting vote. What was the person's opposition to the ordnance based upon?
Indians are a curious group. In the West they’re strong promoters of diversity and mass immigration. But back home they’re ardent nationalists.
It's almost as though the second largest nation in the world, the original home to many of its significant philosophical schools and sciences, is presently home to more than one political ideology. Perhaps even a diverse and contentious set of differing social philosophies which you are lazily conflating on the basis of supposedly shared ethnic identity.

How can anyone noticeably discriminate by caste there? Sufficiently to require the government to step in?
Employment, housing... It definitely sounds like you are underestimating the size and scale of the Indian diaspora in and around the tech centers of the American west. If there's a problem in India, there's almost always always some version of it here as well.
