He actually explained it.

The original "ooga chakka" was from a completely different song about native Americans, and that song pretty much was racist, but the "ooga chakka" line went through a British guy before reaching the Swedish guys. Presumably by then, it was just a random collection of noises. I doubt very much the singer had any notion of the racist origins of that particular collection of random-sounding noises.
