Romeo? Those were shitty in the 80’s.
I think it's more nuclear sabre rattling. The trip to South Korea is short enough they might be able to pull it off. Hopeless in the open ocean but if they stay near shore and crept in on batteries they might be able to get something off. I'm sure the crew wouldn't know how suicidal doing so would be, though. Is it just me, or does this sound entirely like a publicity stunt for domestic consumption? Not a credible military threat to anyone as much as the crew?

Our boomers can hit pretty much anything in the northern hemisphere as soon as they sail. I don't know if they can launch on the surface or if they must have enough water to dive a little bit before launching. They are designed to launch from periscope depth, the sub couldn't survive the motor actually lighting in the tube (remember what the Super Heavy did to it's launch pad--and a submerged sub has no place for the gases to go), they're ejected upwards with enough force to get them out of the water before the motor lights. I don't know what happens if there isn't the water above.Do we have subs always in ahirt missile range f NK? The game goes both ways. What happens in the future depends on how irrational the NK leader may be. Isolation like NK breeds craziness. No counterbalancing forces.
