The real issue is the Taliban are very much active and fierce fighting is going on to control the Opium rich Helmand province and this is not likely to let up too soon.

If it loses a key leader as it frequently does, he can easily be replaced.

While I don't necessarily agree or disagree with such being the cause, most people think Hillary will be the nominee. So, if your premise is true that the party in control of the govt influences upticks, then it would actually be Hillary causing it. I would disagree with you here. The middle east is a hell hole. And this won't change until a large moderate middle class that wants peace and will fight for peace can make it so. Outside forces won't change it much. 8 years ago, US troops fully occupied Iraq and the country had no future. We are out now, and at least some in the middle are fighting back. We are seeing signs of ME people wanting less war. Not much we can do about the Sunni/Shia civil war except to encourage the moderates who want something better.
