This is what the Reaganites did back in the early 1980's. They claimed that their tax cuts would cause such an explosion of economic growth that the resulting tax revenues would make up for the lower rates. To use Grover Norquist's terminology, those tax cuts would feed the beast instead of starve it, and GN's intention with tax cuts is to starve the beast.
The Reaganites ran up big deficits, while wanting a Constitutional amendment to balance the budget. I once saw an editorial cartoon showing Reagan all tipsy amidst bottles of "Ol' Deficit" and saying "Shay, thish shtuff is dangerous. Lesh make it unconshtitutional." The Reaganites also sought "revenue enhancements".
So will the Trumpies also do that?
More broadly, this strategy is like killing one's parents and then begging for mercy because one is an orphan.
