Even though this is insanity the only way Iran could do anything in Iraq is because US terrorism created a power vacuum.

Because the US was at the door when Iran went in... and the US (W Admin) said no one came in... the media was overplaying the death and violence.

Under Saddam a pre requisite for being an government employee was joining the Ba'ath Party. Under the allies all members of the Ba'ath party were fired from government jobs. Thus services such as water and electricity collapsed for a while without any shots being fired
