Yes. People who break the rules repeatedly suffer increasing levels of punishment. This happens to everyone who continues to transgress after being censured. You are suspended? Come back on campus in contravention of your suspension, and get expelled. Your imaginary variations from what appears to be a very simple rule are not cause for outrage - unless and until they actually occur.

Does a suspension mean a restraining order against you being on the campus? Or does it just mean you are not admitted to classes during the suspension and can't get grades etc? I would have thought suspended students would still be permitted on campus, especially if it's a publicly funded university.

I strongly suspect the article is not giving the full story.

The source they refer to is paywalled but before the paywall triggered I saw that it said the terms of his suspension didn't allow him to be on campus.

Due to US privacy laws, the school cannot publicly say the cause of his suspension. According to this site (https://www.law.com/2019/12/10/after-posting-ok-to-be-white-fliers-law-student-kicked-out-of-school/?slreturn=20191115224712)

A spokesman for the law school declined Tuesday to identify the expelled student, citing federal privacy laws, but the university issued a statement about the incident.

“The university conducted an investigation with the Oklahoma City Police Department and found that the person responsible was a student who was already under suspension for having previously violated school policy,” the statement reads. “The involved student has been expelled for violating the terms of their suspension.”
