A theocrat, but a mostly benevolent one as near as I can tell. Despite being dethroned and exiled he has ruled at least some remnant of a free Tibet for 83 years and gathered a small army of loyalists around him, a truly remarkable political circumstance even when facing much weaker foes than the indomitable People's Republic. I do think this status has affected the sympathies people have for him in the capitalist world. But he also seems like a genuinely decent guy. I like his quote, "In the practice of tolerance, one's enemy is the best teacher."
