I've seen this sort of mismanagement before. Zimbabwe is the prime example but I saw evidence of the same sort of thing throughout ex-colonial Africa.

More than stupid. Insulting considering the fucking asshole cut PBS funding. White House asked the Sesame Street characters to attend. Apparently, all but one or two refused.

That didn't bother me. Obama didn't either, but standing at attention respectfully is acceptable behavior when the anthem is playing.

To be fair, as she nudged him, he immediately saluted. He didn't look around angrily to ask 'what the fuck now?' Just a small error like we all make from time to time.
