It is not bullshit. The change is relevant with regard to international and domestic law, and it's relevant at a level of international relations, regardless of whether employees actually move. Generally, moving people is not necessary to change things - and even change them a lot. For example, if the US were to change the signs in the American Institute in Taiwan calling it an embassy, and were to adopt internal and international legal measures accordingly, that would be legally relevant, and massively relevant with regard to international relations, even if no one moves (a person in the Institute could just be named ambassador). Moving the embassy to Jerusalem isn't nearly as big in terms of impact, but it surely is a change, legally and for international relations.

I think that the difference here is that the democrats favor a two state solution with East Jerusalem being the capital for Palestine, while the rest the capital for Israel. Regardless though, I agree with you, Trump is just fulfilling his agenda. If people don't like his agenda, they need to organize and vote.
