You are misunderstanding what they mean by "outsiders". They mean people from out of area. You can't really tell somebody's ideology or whether they also participated in protests from the arrest report, but you do see their physical address.

There are three groups here:
- people who participate in both peaceful protests and violence. I think this is the biggest group - people protest, get angrier and angrier and eventually graduate to violence. That is exactly what seems to have happened with the Alaskan guy from the OP.
- people who only participate in violence but are ideologically aligned with the protesters. I.e. violent #BLM/Antifa types who do not brother protesting, but may use the protesting crowd as cover.
- people who engage in violence to make the other side look bad. There have been cases of that for sure, but I have not seen any evidence that they are a sizable group, much less that they are responsible for majority of violence.
