Why are illegal migrants being brought to Italy?

I believe the reason Italy brings these refugees/migrants to Italy is that their previous policy of sending them back resulted in some drowning tragedies.

These people cannot possibly be illegal migrants. They are being brought into Italy by the government - which makes them legal migrants until otherwise determined.

It should be legal asylum seekers if so determined. However European policy is now fusing illegal and legal migrants (asylum seekers) together. When I was in Italy a few months ago many were refusing finger printing and ID. They wanted to go to Germany and other places in Europe. The boats used to be sent back to Tripoli. In fact much of the traffic never got past that city when Ghadaffi was in power.
The illegal smugglers are of course making a lot of money out of this trade.
