Why is the GOP against transit especially in areas where their constituents are for it?

Yep, you guessed it: the Koch Bros.

Governor Scott wasn’t alone in his decision to reject federal funds for high speed rail under the American Recovery and Reinvestment Act. Governor Scott Walker, unsurprisingly, also turned down $800 million in federal funding for a line between Milwaukee and Madison. The Koch brothers’ influence in Wisconsin was well-documented during the uproar over Walker’s bill to end collective bargaining rights. Although Wisconsin’s rail project, like the one in Florida, would have been fully paid for by federal stimulus funds, Walker again towed the Koch party line and took an aggressive stance against the train during his election campaign, even launching a website called stopthetrain.com. His campaign received $43,000 from the Koch Industries PAC during the 2010 elections. The PAC also contributed $1 million to the Republican Governors Association, which spent $65,000 in support of Walker and $3.4 million on ads attacking Tom Barrett, his opponent. While no one knows precisely what happens at the Koch brothers twice-annual summits of businessmen and politicians, it is worth noting that Walker received $1.3 million in contributions to his recall election campaign from known attendees of their 2010 meeting in Aspen.
 
They tend to fight anything (real or imagined) that limits our dependency on oil and gas, two industries they are heavily invested in.

Yes, that's why they are also against wind and solar energy. But as they get more and more economical, those "gentlemen" will hurt, and I will enjoy every bit of it. When they were more expensive than fossil fuels, they could argue that there was no good reason for building such systems, since in their minds, global warming isn't happening or at least isn't worth trying to stop. But winning on economics will hurt them badly, since they are big promoters of capitalist-Panglossian economics.

That might be a big reason for a lot of the Republican Party's base, but i doubt that it's a big reason for the Koch brothers, at least not personally. Race issues don't seem to be a high priority with them.

So public-transit systems are less of a priority for the Reps than for the Dems. I also would not be surprised if many Republicans consider public transit to be transportation welfare, something for people too poor to own a car. Also something populated by lots of icky, scary people.

Things public are evil
Things private are good

Things public require interdependence, connectedness, and trust

Things private can be independent, disconnected and, in order to be protected, demand a healthy dose of suspicion.

If that is you nature, then you would develop an ideology or gravitate to a philosophy that value your natural tendencies; empathy and compassion become liabilities. Fear becomes your companion.
