The IDF is killing the children whether they are human shields or not. Hamas may be putting the children in danger, but the IDF is pulling the proverbial trigger. For some reason, you are appear incapable of seeing the obvious: the IDF is responsible for its decisions and actions which makes it partially responsible for the deaths of those children.

Israel is responsible for how it conducts its operations. No one else.

There was no need to fire artillery shells at those kids that day, but the IDF doesn't have to wait until there's a need for it to act. It can act at will, and it does. And even though the IDF knows that there are no places in Gaza City that aren't routinely used by civilians, it still asserts it has the right to bomb any part it chooses, kill whomever it chooses, for whatever reason it chooses.
