So, I am watching Elementary now and Sherlock has a huge range of interests. But Watson started off as his caretaker and her own interests or passions were not put into the writing enough. I think the show suffers a bit for it.

The BBC show Sherlock has a better written version of Watson at least regarding this aspect.

Are there any good serial shows that are also on the serious side that have outside interests and character quirks well fleshed out? It seems that crime/comedy shows are good at it, though.

Yes, I recall seeing Gibbs building a boat in at least one episode. It's presented as a stress-releasing hobby, one which he never gets to do as often as he likes because he's so overworked, etc.

Didn't the chief in one of the NCIS shows build boats from scratch as his side interest?
Yes, and they used to play up the mystery of how he got the finished boats out of the basement.

Last season it was revealed that the 'hobby' is a way to connect with his deceased mother.

Another of the NCIS detectives is a rather successful writer of mystery/thriller novels.

The forensics tech has a gazillion outside interests, but interestingly to the viewers, the writers actually remember those interests from episode to episode rather than just invent a new one when the dialogue needs one.

The first CO of M*A*S*H was an avid fisherman and consumer of off-shore porn.
The second CO was former Cavalry and had a horse.

Most everyone else drank and played poker.

The funniest one has to be the Marvel villain Pyro, a follower of Magneto

He also happens to be an author who writes trashy romance novels under a pseudonym. Very popular trashy romance novels. If I remember correctly, none of his friends or enemies know about his weird little side hobby, but he makes a fair amount of money doing it.
