I'm guessing you are trying to make a link to Islamic terrorism so...
No even halfway sensible conservative would ever argue, "Look at this terror attack in the name of Islam! All Muslims are terrorists!".
The real argument would be something more along the lines that there is a *link* between the Islamic religion and terrorism. There is a link between smoking and cancer. That doesn't mean that every smoker will develop cancer, but they have an increased risk. Now of course smoking tobacco isn't an exact parallel to an ideology (or group of ideologies which can vary in their nature) but the basic point is still there-- The religion could be linked to terrorism without saying that every believer is personally a terrorist or a terrorist sympathizer.
I would also point out, that conservatives don't (or certainly shouldn't) deny that Islam is a "religion of peace" just because of some terrorist attacks in its name. Rather, it's after looking at things like the quran, the hadith and other early Muslim sources, the behaviour of the original/early Muslims, the bahaviour of Muslims historically, and how mainstream traditional forms of Islam codified their teachings, that the conclusion is reached that Islam isn't the "religion of peace" that many liberals and many mainstream conservatives like to pretend. But again, this says little about, "all Muslims", as if they were all signed up to wage violent jihad today. Thing is, is that you don't need to have "all Muslims" being violent, to have a major problem with Islamic violence in the world.

This is how the shapers of white ideology indoctrinate white people into murdering people who disagree with them.
