Russian Federation was in deep shit and was not able to support smaller republics anymore in any way.
So they all left. In case of Ukraine they had substantial and more less modern industrial base they thought they could do well with. Russian part of Ukraine was not too keen going back to Russia, and there were not much well organized ukro-nazism at that time.
In USSR Russia was the main donor GDP/spending wise. Ukraine-Belarus were roughly parity with Ukraine getting slightly more than they contribute and Belarus slightly less. Central Asia and Caucasus were both dead weight, contributing nothing and getting some a lot, some very little.
Baltic republics were contributing roughly the same (per capita) as Russia but were receiving twice more.
Baltic republics were used to show capitalists how great socialism was. I had/have relatives in one of the Baltic Republic.
As far as the rest of USSR concerned Baltic Republics were Western Europe in quality of life (during hey days of USSR, not in the end)
