Dirty bombs are utterly useless as weapons of war. Their effect is mostly psychological - they might be good for terrorists, but nation states need H-bombs, and H-bombs need tritium and delivery ststems, both of which cost billions a year to maintain - and those billions need to actually be spent on maintaining missiles and warheads, rather than on the Colonel's vodka and hookers fund.Why not?The Russians probably don't have any nuclear weapons that work.
ICBM missiles are no longer needed to start a nuclear war.
Anyone could put a dirty bomb into a delivery van and detonate it in DC or London or Tokyo.
Nuclear warfare has become more technologically sophisticated since the 70s.
Drones have become more sophisticated as well. How hard would it be to deliver enough radioactive poison to an urban area to cause mass chaos?
I'm glad I'm old and don't have to care about what these apes with opposable thumbs get up to in the future.

Russia has no working nuclear arsenal.
They don't really need nukes at this point. Because there are a lot of morons (especially conservatives), they have a very effective system of spreading misinformation, ultimately resulting in getting someone into a government who will be able to, say, get vaccines revoked from approval and banned.
