Nope, there is no such provision for president in Ukrainian Constitution.
There was also no provision for NATO membership before US/NATO decided to occupy Ukraine.

UK law required elections every five years, yet there were no elections between 1935 and 1945. This is normal and unavoidable during an existential war.
If you want Ukraine to have a general election, get Russia to withdraw her armed forces to the 2014 border (and fucking stay there). Until that happens, shut the fuck up.
