Scott Perry, Joni Ernst - are both suggesting that the President is invited to give the SOU address to Congress and the Repugs can just not invite him.

Sen. Joni Ernst (R-IA) introduced a bill on Monday that would block President Joe Biden from giving a State of the Union address if he doesn’t submit his budget and national security proposal on time. Congressional Republicans are backing the Send Us Budget Materials & International Tactics In Time, or SUBMIT IT, Act, which would bar leadership from inviting the president to give the State of the Union address until Congress has received his budget and national security strategy.

Biden could use it to his advantage if they actually go through with this nonsense and give it at the Senate Chambers for example and highlight the disfunction of the GOP.
 
They are complaining about not having a blueprint for a budget, when the GOP can't pass a damn budget, can barely compromise on not trashing the economy with repeated stopgaps?

Making the big assumption that the bill passes both chambers, shy would Biden (or any President) sign it into law?

It seems to me more grandstanding from the GOP .
